North Dakota 69th Legislative Assembly
I have recently submitted a letter outlining key programs that are essential to the well-being of the Mandan, Hidatsa, and Arikara Nation (MHA Nation, also known as the Three Affiliated Tribes) and other Native American communities across the United States. This letter has been addressed to U.S. Senator Hoeven, U.S. Senator Cramer, U.S. Representative Fedorchak, and U.S. Secretary of the Interior Burgum. Unfortunately, Secretary Burgum has not responded, and his contact information is currently unreachable.
On Thursday, March 6th, 2025, the ND Indian Affairs Commission met with ND tribal nations at Sage Coulee. I was not made aware that this meeting would include Governor Armstrong, nor was I informed that the two other Native representatives planned to attend. I only learned of their participation by Friday afternoon, which I could have asked the questions that need to be addressed. Despite this lack of communication, I had already written to Governor Armstrong on January 30th and February 14th of 2025, expressing my concerns regarding federal programs for the MHA Nation and other tribal nations.
I have attached my letter to U.S. legislators for your review.

ND 69th Legislative Assembly Update HB 1018 Passes in House
On 2-25-25, HB 1018 A BILL for an Act to provide an appropriation for defraying the expenses of the state historical society; to authorize a Bank of North Dakota line of credit; and to provide an exemption passed in the house, 67-25. Proceeds to Senate.
HB 1018 is an appropriation bill, section 1 includes one FTE, 1 tribal liaison and 2 temporary tribal liaisons and Cultural Heritage Grant for Native American Graves Protection and Repatriation Act (reference HB 1603 Representative Brown, primary sponsor, and myself, Representative Finley-DeVille, and other representatives co-sponsored). There is one million historical artifacts that is needed to be recovered.
History; MHA Nation has led the reburial movement in the State since the early 1980s, and have been repatriating and reburying our ancestors since then. MHA nation helped initiate NAGPRA. I received word that MHA THPO is working on recovering our historical artifacts and remains of our ancestors in 17 other areas but need to funds to do this.

On 2-25-25, HB 1581 tribal tourism grant that I am the primary sponsor passed in the House. Representative Brown carried this bill.
It has always been important for the ND tribal nations to tell their story. ND tribal tourism contributes to the ND economy.
