JoAnn Kay Chase
“MAHNAGA BESH” (SHE KILLS) of the MHA Nation
Child of a Low Cap
Sunrise: March 17, 1963 Sunset: February 24, 2026
Going Home and Honoring Services to be held April 25, 2026
10:00 a.m. Mountain Standard Time / 11:00 Central Time
at the Twin Buttes Wellness Center.
JoAnn was born and raised in Twin Buttes, Fort Berthold North Dakota. Her life was rooted in the culture she experienced there. Her mother, Jill Chase, taught school in Twin Buttes and her father was famed Saddle Bronc Champion Joe Chase, Sr. She attended school in Halliday and when her parents moved to Colorado, she then attended High school in Loveland, Colorado.
As a young college student JoAnn's love of the arts led her to study films, but fate led her to decades of service. Starting with an internship with Congressman Bryon Dorgan, leading to work as a staffer for Representative Barbara Boxer, she was so inspired by these experiences, she then attended the University of New Mexico Law School to expand her ability to be of service to her people.
In 1994 JoAnn began her 9 years of service as Executive Director of the National Congress of American Indians, followed by a fellowship at the Rockefeller Foundation and various consulting work for nonprofits on issues related to Indigenous People. In 2010 she was recruited for Director of the American Indian Environmental Office under the environs of the Environmental Protection Agency (EPA). During her tenures in D.C., JoAnn mentored many newcomers to the political arena and took nephew, Damian Chase-Begay, under her generous wing while he was serving there.
JoAnn's greatest joy was time she was able to spend with her mother Jill Chase. And any time she was able to spend with her numerous dearly loved nieces and nephews enriched her many trips to Fort Berthold and Colorado. JoAnn was a mentor and inspiration - and sometimes a driving force - to her family and friends. She will be greatly missed by those that she impacted throughout her life. Her Chase Sister group will miss her energy and vision that she shared of the Red Road culture.
Besides her many talents, JoAnn was a true "Foodie" and she loved to cook and share her joy of food with Family and friends. She had a special fur child and companion in Phineas, he had nearly as many flying miles as she did. The Mandaree Singers were her work out go-to, but she deeply loved and appreciated all forms of music.
JoAnn was residing in Manhattan at the time of her passing where she had returned to semi-retirement, consulting and immersing herself in her love of the arts. Living in NYC enabled her to enjoy all varieties and forms of music and art productions. JoAnn assisted with finding producers and financing for many artists and musicians, she enjoyed sponsoring new artists of all kinds. She created a huge circle of friends that became her family, while also continuing to serve on multiple boards as circumstances allowed.
JoAnn carried her paternal great, great grandmother's name Mahnaga Besh, She Kills and did her best to honor her name with each breathe. She was a child of the Aphu'gawigaa, Low Cap Clan and is now celebarting her return home. She Kills was preceded on her journey to the other camp by her father Joe Chase, Sr. and brother Joe Chase, Jr. (Joey) and many relatives dear to her heart. She joins a circle filled with love in the other camp. JoAnn is survived by her mother Jill and numerous relatives throughout the United States and Canada.
We would like to say THANK YOU to those that have reached out to our family in conveying their sympathies.
